Delete SLUI File To Activate Windows 7 Without Product Key. First, go to the windows folder where you installed windows 7. This is usually on the C Drive. Find the System 32 folder and double click to open it. Find the “Slui” file and in the folder. A simpler way would be using the search feature in file manager. According to the license agreement, the product keys for retail edition of XP can only be used on one PC, but the ones for VOL edition can be supplied for more PCs to use. Second, there is another important difference, the retail edition of XP needs to activate, yet VOLs don’t have this concept totally.

The solution is to change the value Installed in HKLMSYSTEMWPAStarter from 1 to 0
But don't try to change it manually, the OS BSODs after a few seconds, and even if you manage to get a .reg file with this fix on the VM it will show an error. So you need to modify it while the VM is offline.
There are 3 ways to do it:
The first one involves installing WinMount and mounting it from there
The second one involves adding the Starter disk image to another VM
The third one involves mounting the Starter disk image using Disk Management, but it only works if you have a VDI disk image.
I will show the method that uses WinMount

2. Install it
3. Open WinMount
4. From the top bar choose 'Mount File'
5. Navigate to your disk image location
6. Click on Continue The Trial
7. Uncheck the 'Read only' check box IMPORTANT!
8. Click on Yes on the engrish message, if it appears9. Open regedit on your PC
10. Go to the SYSTEM hive then click File, then 'load registry hive' or something like that, since I have polish Windows
11. Navigate to Z:WindowsSystem32Config
12. Choose SYSTEM file
13. In the box that appears type in the name that the loaded registry hive will have
14. Navigate to the newly loaded registry hive
15. Navigate to WPA
16. Navigate to Starter
17. Change the value of Installed from 1 to 0
18. Go to the root of the mounted registry hive
19. Go to file and choose 'unmount registry hive' (the option under the option to mount a registry hive)
20. Close regedit
21. Go back to WinMount
22. Choose Umount all
23. Uninstall WinMount if desired
24. Boot the VM
And there you go! Now you have a working Windows XP Starter VM in VirtualBox. Enjoy.

Windows XP Starter Edition is an edition of Windows XP, released on 11 August 2004. It is a stripped down version of Windows XP Home Edition that was released internationally for low-cost or low-end PCs in developing countries like Vietnam, Malaysia, Thailand and some Latin American countries.

Differences from other SKUs[edit | edit source]

• The Luna theme cannot be activated since the tab to change the theme is removed. However, the file is still available and can be used via registry modification.
• The user cannot run more than three programs or three sessions of a program. Terminating explorer.exe may bypass this though.
• This build will not boot on a faster CPU, as it will result in an 'Unsupported state' error message that results in a system crash. Alongside, it will not recognize more than 512MB of RAM (256MB for most international releases).
• A permanent watermark is added on the bottom right of the screen, which will still appear on top of everything as long as explorer.exe is active.
• It uses large icons and mouse cursor by default.
• There is only one wallpaper that is used by default. However, international releases have different backgrounds.
• It contains a very different File Protection, if there is any user modification in the registry or a few system files, then an 'Unsupported state' error message will appear and then winlogon.exe will get terminated, more than likely leading to a system crash. This is mostly seen Disabling some protection services may prevent this, however it has a very harsh File Protection system which restores the files and the registry settings upon changing them.
• Classic View in the Control Panel is missing, however it can be restored via logging in as a SYSTEM or NETWORKSERVICE account privilege.
• Attempting to logon as NT AUTHORITYSYSTEM works, however it doesn't provide much advantages over the regular 'Administrator' account, and much of the protected system components are controlled by a higher level.
• Being based of Windows XP Home Edition, many MMC extensions won't work, even when being logged on as NT AUTHORITYSYSTEM.
• Terminating critical system processes such as winlogon.exe or lsass.exe is not possible by regular means, and the tskill command line utility is extremely limited.
• Even if all system processes are force stopped, the system does not trigger a BSOD, the only exception to that stopping the RPC service which leads to an issued 'shutdown' by the system.

Apparently, there is also a 1024x768 screen resolution limitation, but it is not implemented.
